Canner went dry…

    So, I processed 10 lbs of ground beef and canned it about a week ago. The pressure canner never lost pressure, but when I opened it up, the pot was totally dry. Do I need to toss the meat? Or can I take it out and put new lids on it and reprocess it? All the lids sealed, but I didn’t know if the water was essential for it to get up to temperature to kill the bacteria?
