Today emergency management requires more training to be able to volunteer. For example, just to volunteer as a radio operator, which you need at least a technicians license, for the state of washington you need the pass the intro to NIMS ( national incident nanagement system ), ICS (Incident command system) and pass a background check with DHS.

Cert is required by some counties but it seems like most are moving away from that. A ham radio license plus the basis of prepping is a good idea if you are interested in volunteering for emergency management.
