When does "foraging" become "looting"?

    Had a discussion with a co-worker this morning on this topic. He is more religious than I and is against any kind of looting.

    While I generally agree, at what point in societal collapse does “foraging” or “looting” become acceptable?

    During Katrina for example, many people were taking food from the stores – is that “foraging” or “looting”. Personally, I find that far more acceptable than stealing TVs and jewelry.

    I can understand people taking items from a store to feed/clothe their families. Taking from peoples’ houses is a different matter to me unless the house is abandoned.

    Just wondering what your thoughts are on this topic?
