i used to be a reserve officer and certified on both. a few things i can share...
tazer is instant and over just as fast. a determined person may be able to fight through a tazer short term.
pepper spray may take up to 30 seconds to affect but WILL incapacitate most people in that time frame if hit in the face eyes. effects last 30-60 min or until skin dries and will reactivate with moisture. <careful taking a shower afterwards> the few times i deployed OC it took more than one dose and up to a full min on a tinkled off person to begin to affect them.
i will outright shoot a man coming at me with pepperspary, might think twice about a tazer. OC is miserable.
contrary to most training milk does not really help. getting dry work better. rinse off as best you can get dry. the sooner you can keep your eyes open the better off you will be.
there are also different types of OC. some contain a flammable base and should not be used with tazers or around open flames. others may contain cs which adds a respiratory iritant to the mix <OC is skin/mucus irritant only> also keep in mind wind direction and bystanders overspray gets you as bad as them if you are downwind.

What about bear spray? Is it as effective on humans as normal pepper spray? I only ask because bear spray canisters shoot farther and have a higher volume.

Bear spray is the same as pepper spray and usually better. Not quite the same as mace and usually is floresent, not uv. The bear spray that I use shoots about 20 feet. If you even breath a few particles, you'll regret it.
IMO, the taser vs pepper spray argument is correct. Bear spray will likely go farther and give you better distance and will likely hurt enough to let you escape.

yes bear spray works on people i would rather have it than mace unless your a 10% oc legal state then that. I also would rather be shocked than sprizts with mace as the effects are long lasting with mace

Only problem I see with BOTH a taser and pepper spray, is that I don't want a bad guy anywhere NEAR that close to me!
